Better evidence.
Clearer decisions.
Build the tools. Prove their value. Show where the money goes.
AVAILABLE TODAYStart with Scout.
On-demand coin research, dated observations, saved notes and historical First Look examples. Optional wallet sign-in lets you save manual cloud copies.
Coverage varies by network and source. Missing evidence stays visible. Automated alerts and advanced holder benefits are not active.
PLANNED / SUBJECT TO FUNDING & VALIDATIONBuild stronger research.
Deeper risk checks, historical evidence, wallet relationship research and change alerts. Start with Solana and measure whether early signals are useful.
The external API currently serves project statements and creator cards. Wider market-data distribution remains pending permission.
FUND IN STAGES. EXPAND WITH EVIDENCE.
A proposed $240k plan.
Twelve months from funding and staffing. The first $60k is included in the $240k total. It covers the first two stages; the next $180k depends on results and funding.

FUNDING STATUS / OCTOBER 25, 2026
Proposed. Not confirmed funded.
Capital received for this development plan and available development cash have not been verified. They are not shown as zero or as fully funded.
Buying NOAH does not automatically fund development. Token market value and trading volume are not money available to the team.
WHERE PROPOSED FUNDING WOULD GO
Build. Research. Protect. Improve.
- Product & engineering
- Research & data
- Security & reliability
- User testing & operations
The full allocation, contingency and founder operations allowance are disclosed below and in the two-page budget.
The detail, when you want it.
Where would the money go?
Lean remote team, existing code reused, founder-led product and AI-assisted development. Staffing rates need quotes. The plan includes $22,000 contingency; token purchases, liquidity and airdrop inventory are separate.
Stage 2 assumes two engineers at a combined $9,000/month, a data researcher at $4,000/month and a founder operations allowance of $1,500/month, plus fractional design and QA. Continued operation with a similar team could require $20k-$25k/month after the initial year.
What would unlock the next stage?
First, test with 20 external participants, complete 10 research cases and observe 5 voluntary returns within 48 hours. Before the larger stage, aim for 50 activated accounts, at least 20% seven-day return among eligible accounts, and reviewed security and data rights.
These are proposed learning gates, not industry benchmarks or proof of market fit. Compare signals against simple baselines on later, unseen periods, including failed projects. Report false alarms, missed risks and data gaps. Narrow the scope if the evidence is weak.
How would we report progress and spending?
Our proposed monthly report will show money received, spending by category, available cash, obligations, runway and budget changes. Alongside it: delivered features, returning users, cost per report, known errors and delays.
This reporting process is not yet running. Receipts must be reconciled before they appear as available funding. Personal records, private contracts and security details stay private.
What are the limits of this plan?
NOAH cannot guarantee future winners or detect every scam. Risk evidence and growth signals answer different questions. This budget focuses on Solana; complete multichain indexing, major audits and staffed 24/7 support would need a separate scope.
API subscriptions do not automatically grant data redistribution rights. Hosting costs, provider permissions, taxes and final contractor costs need confirmation. The budget is a development proposal, not an investment offer, presale or token allocation.
What are the cost references?
Public pricing checked October 25, 2026: Helius, RugCheck and Cloudflare Workers. These are reference prices, not NOAH invoices. Direct Cloudflare pricing does not establish the current Sites hosting bill.
Also see DEX Screener API terms and Pump terms. Only creator fees actually received and reconciled could enter an operating budget.
